Rinnai EX38CTN not connecting with Nest Learning

My Rinnai EX38CTN works great as is from the control module. But not with the Nest Learning. I installed the 204000048 kit. Put the unit in remote mode 01 and then pushed the ON/OFF to blank screen. Transformer tests OK. Tried 2-wire and 3-wire installation. Nest working fine, no error codes, calls for heat but Rinnai does not respond. I am guessing that the Rinnai kit is defective. But maybe not. Any thoughts?

BTW, I bought the EX38CTN in the US but have a second home in Canada. That's why 204000048, not 204000045. What's the actual difference between the two?

Finally, would appreciate not hearing from Nest haters. I already have a new Nest, cannot return it and have to make it work as well as another one I have.

1. If the the circuit diagrams on page 4-5 of these installation instructions are the same as those in your instruction book, connecting BOTH wires of the 24VAC transformer to the CN1 connector on the Relay Board (bypassing the thermostat) should turn on the heat. Does this happen?
2. If NO, disconnect the Relay Board from the DVPCB and connect an ohm meter* to the two CN2 terminals.
- With the transformer DISCONNECTED from CN1, the CN2 resistance should be infinity because the CN2 relay switch is open.
- With the transformer CONNECTED to CN1. The CN2 resistance should now be zero because the CN2 relay switch is closed.
What are the results?

I like this reply very much, wdccruise! And only wish I were there right now to do everything you have laid out. But we returned to our other place this morning, it being 5 hours away. I won't next be up until mid-May. But I will definitely let you know the results. Do you wish to share email addresses?
