Is dehydration a possibility? If your rose was bareroot and recently planted it might not have much of a root system to support the growth. Just a thought.

Hmmm actually im wondering if its too much water? I was watering it 3 or 4 times a week and we just got 2 inches of unforecast rain yesterday....

Maybe it droops from too much water and perks up when it dries up?

I'll be interested to hear what others have to say on that: it's not a problem I have much experience with. Too much water certainly hasn't been an issue here lately. That does sound like frequent watering.

@ncgardner2010 What has your weather been like? Rose buds/blooms, especially those on a newly installed plant, can droop in the heat of day or on hot days and recover in the evenings or during cooler weather. In my experience this tendency is more common on newly established plants. Carol

Agree with what’s being said, the top growth has likely grown a bit faster than the roots of the new bareroot can support , so when the sun or wind is strong the plant is having trouble support it. Perhaps consider a temporary shelter for the plant such as an outdoor chair that might block some of the sun/wind.
