Looks like it's been entirely girdled at the base, so nothing above that point is coming back. The suckers could be Autumn Blaze if they originate above the graft union (or if the tree was grown on its own roots), but if they originate from the root stock they aren't going to be Autumn Blaze.

I'd bet the suckers are likely still Autumn Blaze. It seems most of the large bare root suppliers these days market their Blaze (and other Freeman hybrids) as having been grown on their own root.

If you are patient and the tree has a good healthy root system under it, a sucker shoot on a fast growing tree like Autumn Blaze could grow relatively quickly into the same size tree top you just lost. Maybe 3 or 4 years optimistically, I'd guess. You would want to trim it down to one sucker, of course, and carefully cut the dead tree top off right above the living tissue area. It would require some pruning along the way as young Blaze can get "leggy" if they grow too fast.

If all of this is something that you think would be too much of a hassle or you would not be comfortable with, then you should consider just removing the tree, roots and all, and replacing it with a new one.

If in a prime spot in your front yard, I'd just bite the bullet and replace it. Yes, it is possible to salvage something from what's left but it's not gonna look like anything decent or even tree-like for a good few years. Are you prepared to deal with an eyesore for awhile?

btw, that looks like classic string trimmer damage - make sure that doesn't happen again. And I'd like to see the root flare exposed so make sure you are planting at the proper level and avoid piling on too much mulch.
