Has it been very hot? Check in the morning and see if they are back to normal. Did you water the plants today? Other than that, hard to know. The plant is green and had been growing.

They seem buried in hay. Not sure that helps. The fabric bags are black, maybe they heated up in heatwave.

I'm using the straw for mulch the pots were drying out super fast and now they are actually retaining some moisture. It wasn't super hot today we've had far hotter days by 10 or 15 degrees. Hopefully they look better tomorrow

Well, if the pots were drying out super fast, that in itself could cause the drooping. Are they drying out super fast because they are in bags? What is your planting medium that doesn't hold water well? If you put straw on top, that will keep the surfaces from drying out fast, but down below there may not be enough water. It can get tricky, because peppers are not very tolerant of overwatering. Make sure that, an inch or two down, the soil is moist.

IMPE, most peppers like moist and somewhat cooler soil.

Update?

If these are night-time pics, it could just be that the elongated growth from the day is laying down. I see this in the evening when my plants are growing vigorously. The following morning, as the roots come "back online" and pumping moisture, the growth stands up just fine.

Otherwise, just water the plants.
