I'm not sure what these are supposed to look like, but I doubt there is something terrible going on to be worried. Peppers don't ripen that well in very hot July weather, if it's been hot where you are. I would just pick the red dot ones and eat them, you have plenty more to mature later.

In my experience, peppers ripen very well in heat. We're having weeks of 100F+ right now, and my pepper ripening has accelerated. That being the case, it is true that tomatoes may take longer to redden fully in the heat. Note that in the heat, with high sun, peppers are more likely to get sunburned, and might need some protection.

What I see in your picture is a blush that looks like ripening, but you say the color hasn't changed much. That is a little strange.

Are they supposed to ripen to red? I think I'd pick them anyway. I thought once peppers' first fruits reach full size, picking them promptly can help spur more production.
