Your cabinets look to be in very good condition so painting sounds like a good idea. Are you replacing the countertops? That would determine the color of paint IMO. Changing out the hardware will also give you a more updated look, In fact, if you are keeping the countertops, you may want to consider changing out the hardware on the cabinets and not painting them. Simply changing the hardware will give an update.

I'd completely remove the half banisters. But that will create a problem to solve at the floor. So, you could replace the spindles with something straight that would look more updated.
