They do make at least one cat tree that looks like a tree… Although, depending how chonky the cats are they may knock off some of the leaves to make more room for themselves.

I agree … rug for sure. And curtains. Both would immediately cozy up the room.

Proper window treatments. Panels with some color/movement in the pattern get some LIFE into that room.
