help with basement remodeling

Hello,

We are planning on remodeling our basement. But before we do that, we need to decide if to add a walk out door here (marked in red), so that we can have better access from basement to backyard patio. We thought about converting the window to a door but that direction is not optimal with water run off and facing side of yard.

You can see picture where the steel beam is and the joists. The proposed door will be at least 5 feet away from the closest beam. And there is not much digging needed as most of basement is above grade already.

First Question: is it a bad idea of cutting through the concrete foundation? I heard it is taboo cutting through concrete basement floor. But how about cutting through the concrete wall for. Door? This is a 2015 new home and despite being at bottom of a hill, we have had no issue with water issues in basement at all.

Second question: on insulation
As you can see, there is builder blanket wrap insulation already in place, and it does a good job, it is very comfortable in basement all year round. Should we frame the walls next to the blanket wrap? Can the framing touch the blanket wrap? Is there issue with vapor barrier, moisture trapping, molding issues down the road? It just seems such a waste to remove all blanket wrap When it is completely functional.
