Removing old spray foam insulation

Does anyone have tips on removing old, crumbly sprayed-in insulation? At some point in this house's history, the owners had holes drilled in the siding and foam insulation sprayed in. Now that we're remodeling, we encounter this every time we open an exterior wall, and we just need to get rid of it and replace it with something more effective. The insulation never completely filled the cavities, leaving big voids at the top, and has turned into a fine crumbly dust that nobody should breath in.


So how do we get rid of this? We've been trying to suck it up with a shop vac, but it clogs up the filter very quickly, and then you create another toxic dust cloud trying to clean the filter and emptying the canister. Any suggestions?
