Get some plant boxes that sit snugly over the top of the railing. Do the bistro table, a runner on the floor, and maybe a chair to lounge in to the left.

I don't see room for a bistro table. How would you get around it to sit on the other side? Better to wide the top rail in a few spots (toward the outside) to use as tables. You couldn't sit at it like an island, but it would be a spot to set a plate or drinks.
