Are these things something that can be removed in tact with tweezers? I think that you are seeing immature scale insects and that there are mature ones on that plant, perhaps hidden by the glochids. The quality of the image is rather poor for inspecting things up close.

Do you have a hand lens and bright pen light? You can even buy a great little pocket microscope for less than $20. Some are fantastic.

They are a tiny scale insect. Any treatment that would actually work is going to cost more than a new plant of the same type. I would toss it.
