Hosta - what happened?! Move it or not.....

I have been thinking about what to do with this hosta for several years now... A one point it used to be a HUGE plant that was beginning to block the turn on a path. Then it started to deteriorate for some unknown reason and it is now barely alive, putting out only a couple of leaves. I've been thinking that it would (if it will recover instead of dying!) be suitable to fill in a place under the Chinese wisteria in the front garden where I've been planning to add a large hosta. I went through old photos looking for a picture of it in its healthy days. I found one from 2015 and what struck me was the neighbor's ash tree was still there and the decline in the hosta happened after they removed the ash (due to extensive damage due to EAB) a few years later. Could that removal have affected the hosta so badly?

Do you think this hosta might survive and recover after a move? What do you think might have happened to it? All the other plants - including hostas nearby - seem to be doing well...
