I used rustoleum with paint & primer. Meant for metal.

Did you clean them first with degreaser? At this point wire brush off the bubbles and start again with a coat of primer, light sand, and paint.

Read the Rust-Oleum can. There is a limited time frame that a second coat can be applied.

Spraying too close to the piece being painted will also result in a paint film that is too thick and cause bubbles like this. The instructions on the can will list optimal distance for spraying.
