Follow Dark Sky lighting principals for any outdoor lighting not only to reduce light pollution, help maintain visibility of the night sky, and to avoid annoying your neighbors. I'd install 2700K or 3000K (max) deep baffle recessed lights (example 1, example 2) above the porch to illuminate it and avoid shining light onto the surrounding beach. For the stairs, I'd embed step lights into the risers (example) or find a way to install LED tape lights on a stringer (facing the steps) or under that railings that would illuminate (only) the stairs and not shine out onto the beach.
