I'm surprised you can't just paint them a light color (mixed with plenty of grit) and then also put in reflectors and lights at ground level.

I would either extend the handrail all the way down or install grab bars or posts of some sort for safety. These things are not ugly and will not compromise the look of your entry. It might be a good idea to have handrails on both sides to steer foot traffic away from unsafe spots.

I would be concerned about moisture rotting a deck and mold if you tried to simply install wood over concrete in a place that isn't getting any sunshine.

Better lighting for sure I would not paint those steps unless you want real big upkeep .The railing needs to go around that corner and start there. I think a big pot od seasonal plants would be a nice addition to the left of the door and no chair there at all.

I like the railing idea & lighting of your choosing. Can you etch & bleach or something like that to lighten the concrete?

An 8” stair rise and uneven rise among stairs is likely not up to code so consider demolishing/replacing rather than resurfacing. You can integrate railings and lighting into the new step risers or sides for added safety.
