basement cinderblock wall finish opinions

I have a cinderblock wall that I’d like to spruce up in my basement. It’s painted but previous owner put mirrors on it and when I took the mirrors off it took chunks of paint off with it. What are my options of making this wall look decent but cost effective, that is something I can do myself.

  1. I’m thinking I can patch where the paint came off and paint over. Problem is I’ll probably still be able to see the blobs because the texture won’t match.
  2. I can apply something over the wall to smooth over everything, including the seams of cinderblock, and make it look smooth. I read up on parging. Is this something I can do myself?
  3. What are my other options?

The other side of the wall is dirt. This is a 70’s townhome. I’ll be installing laminate flooring in the room.
