stucco repair possibilities

Is there a way to improve these 1) poor patches and 2) cable pass through on our new exterior stucco?
my research:
1. stucco 2 in 1 patch, worried about removing this old stuff
2. i presume some kind of split grommet that i try to water seal to the exterior of the stucco to provide some strain relief
this is a regrettable finish, but in looking around I often see cables escape and routing which appears to be poorly considered on homes in our area (northern ca)
