Magnolia does not have flower buds

I planted a Leonard Messel Magnolia two and a half years ago in the fall of 2021. It was about 7 -8 feet tall multi-stem. I got some blooms both past springs. But not a whole lot. This time while I see a lot of vegetative buds, I don’t see a single flower bud on the tree. Wonder what’s going on with that. It does get enough sun. I’m in Zone 6b New Jersey which is now zone 7. There are these black shiny bulbous things on the branches Ina. String.. each the size of a small bead. Is it some kind of infestation? I have attached pictures of the full tree and a close up of a branch with the bead like bulbous strings
