ON your othe rpost I mentioned just adding deck around the hot tub and so now just add on to the deck there and out from what you have . Put the loungers by the hot tub and the seating where the loungers are .

Are you just looking for ideas on the lower deck? Do you want to keep the loungers on the lower deck? Off top of head, I would say a gas fire pit with a couch/lounge chair around it in the center of lower deck.

Extend the deck where the lounger chairs are and install your hot tub on top of that deck. Your picture makes the top deck section look rather disconnected to the lounger section, so you might want to consider another set of stairs up to it.
