Wisteria taking over

I had two American Wisteria trees grafted and trained by a local specialty nursery. Once the first shoot popped up from the ground, far away from one of the trees, I knew they had to go. I cut down the trees, took up as much of the root system that I could, and poured boiling water on the stumps and sprayed any leaves that attempted to grow with bush killer. Still, a few years later, I’m finding it pop up all around my 1 acre property. Its everywhere. I’m spraying every little bit that I find, and I do this multiple times during the growing season. I even see the sprouts die back. What more can I do? If I spray the shoots, how far does the chemical travel within the underground vine, killing it? It seems like there’s a whole network of live vines underground that I can’t get a hold of.
