It could.

But depending on how much damage was done, and how much of the roots were damaged, it may take a few to several years before it's healthy again and will grow at a normal rate. And that's if it doesn't receive subsequent damage in the years following this event.

Until a tree hardens off for the season, early freezes, especially below zero temperatures will do damage to living tissues inside the tree. Now practically speaking, the tree should be replaced.

But if you are in no hurry and don't mind waiting to see, in 3-5 years it could recover.

And if it leaves out and grows some the first year, which means it's on the mend, it could be only a year or two before it comes around and grows at a regular rate again, albeit it's still somewhat of a setback.
