Sheet rock, tape & bed, texture and then paint. You can buy cans of spray spackle at a hardware store for minor touch ups.

I think that might be a light orange peel texture. Per April Pride Pettus, sometimes light textures like yours can be achieved with paint and the type of roller used to apply the paint. If the texture is not deep enough with the paint, you may need a sheetrock professional to come in and mix a very thin batch of sheetrock mud and roll that on prior to painting.

Sometimes it is called unskilled labor.

It's used to lessen the labor time needed to smooth out the drywall seams before paint. The same reason for popcorn ceilings. Builders use it to save money.

It's difficult to tell from the one photo and nothing for scale, but I would probably try a heavy nap roller and thick paint (or joint compound) to match that texture. How large is the area that needs texture? can you show a photo or two?

Agree with party music. Without knowing the scale of the photo, it looks more like the work of a heavy nap roller and thick paint. But I reserve the right to change my mind if more zoomed out photos are available. 😊

Regardless, if you want to hire someone to fix it, you need a painter.
