I'm guessing that they meant just plain tap water or maybe bottled water, not water with cucumbers or lemons or whatever else people might decide to put in their water. I sure don't understand canning bottled water, though, it comes sealed and would already be prepared for storage.

I also have no idea why someone would want to can a washcloth, unless they are going somewhere there is absolutely no clean water. I think I'd just have a small first aid kit even if I were at my home during an emergency.

I think the idea behind the canning of a washcloth is if there was no running water because of a power outage, but maybe just using a clean washcloth and canned water would be sufficient for cleaning a wound.

No, minerals should not be a safety concern, although you might get some sediment that settles into the bottom of the jars. I've attached the instructions from the National Center for Home Food Preservation regarding canning water for emergencies. It does say that the water should be boiled to be sure it's safe, as the water bath method will not kill toxins such as botulism. Also note that they say to discard the water after 6 months.

I'd probably just can an extra pint of water to use with a washcloth in case of power outages.

First aid emergencies don't always happen within easy reach of your pantry! Are people really considering carting a heavy glass jar around everywhere they go? Bizarre. Just carry a pack of wipes or a bottle of drinking water.
