Bathroom fan vent help needed

We have a bathroom fan vent installed in the underside of our eave. It no longer closes, which isn't great on cold, windy days like today. In addition, the noise from the flaps is annoying. The only similar things I've seen are pictured as installed on a vertical surface, so gravity closes the flaps. So, I have two questions. 1) What is this thing called and 2) can anyone point me to something intended to be installed in this manner?

    That is an exhaust wall termination cap.

    I prefer the spring loaded soffit exhaust vent styles.
