That is tight. It's too narrow for a buffet table on the side. A shallow but wide buffet table should go under the window (check out sofa tables for shallow, wide tables.) You need room to push back chairs, for people to get by, etc.

The dining room with molding and very beautiful but ornate chandelier seems overly formal for a space that is open to the kitchen. Skip the drapes for a couple reasons--buffet table will needsto be below window. And drapes in a room that is part of the kitchen =grease/dust. Go for some kind of elegant shade or roman shades.

You don't say how many people you need to seat on a daily basis. If it's say, four people, then an expandable round table that yourcan rotate when you have more people would be the best fit in your small space. Rounded tables take up less space as do oval tables, another option.

Another option is an upholstered dining bench on one side.

Then go for an expandable round table that can be opened to an oval table. As suggested, choose low upholstered chairs, preferably with curved backs. A curved table leaves more room for people to move through the space without bumping into corners.

Where does the stairway in the dining room lead to? Can it be closed off?

with the step on the far end, I would do storage/display flanking the window, even a cabinet in front of the window, leaving the table to be centered under the light.

You could have a pretty dinning room with a bench. You would need to move the chandelier for it to look intentional.
