Lobelia tupa - slow to emerge?

Can anyone tell me if lobelia tupa (Devil's Tobacco) is slow to come up? I do not see anything above ground. However, when I dug into the ground, I saw white fleshy roots. I was going to plant something else in the spot but I would hate to dig if it is okay. I am in Vancouver, Washington, zone 8.
