With limited experience on weeping white spruce, I can only say that all of my regular species white spruce, have leaders that go through a dizzying array of different angles and curls during the season, before finally straightening up towards the end of summer.

Someone with more experience may have more to add on this one.

I thought they had weird leaders too, and that's part of why they get that undulating shape to them.

But you say you had to stake a branch last year too... what happened to that branch?

the existing leader that is wonky was the branch I staked up straight last year. It was like mid August and the tree had not made a leader, so I took matters into my own hands.

This year, that one branch pictured was wanting to grow vertically, but didn’t, not sure why, but maybe partially because birds including fat@@@ crows kept perching on it lol

Also, the weeping whites I've seen are pretty darn straight. Isn’t that part of the appeal??

Well, again, without any real expertise on the matter, maybe tying up a side branch, would end up being a weeper, because it's not the main leader but a weeping side branch to begin with?

IME: Many times, my regular white spruce do not sprout from the apical bud at the tip of the leader, every year, at the start of the season.

I am only surmising this here, but could it be that it you waited, the tree may have sprouted a new upright leader this season?
