Concrete skim coating mottled. Should it be brushed?

We had our stairs skim coated about six months ago and it still has this mottled appearance appearance. Is that normal?I think it's going to be slippery in the winter time.What should I do?Photo in first comment.

It is a thin troweled coat, about 1/16", so you cannot broom finish it.

To cover the "mottled" areas you'd have to recoat.

Eeek - I’d do something. I don’t think that looks great if it’s something you just got done. Seems unfinished from that single picture.

I believe the word is mottled, as in spotted or blotched in coloring.

What was there before? What product was used?

What should I do?

It is skim coat over old concrete. I don't know what product was used. I was told that it could not be brushed or finished in a way to be slip resistant. Is that correct?

Do you live in an area with freeze / thaw cycles? I for the life of me see how a skim coat on walk surface would hold up long term at all. I would think a change in season or two and it will be a hot mess.
