If you are considering a bedroom, it should go where the secondary egress door or window is located to meet the code.

You would also want to keep in the vicinity, away from the utility room where the furnace and whatnot are located.

Bathroom, you want it out of the way so the door is not facing any room where the family would always be gathering, and also preferably where it would be the easiest to install all rough-in plumbing, venting, etc.

As the plan layout you provided, this is not much help to anyone, without knowing all the exact dimensions where everything is located,i.e, all window locations, utilities locations, exact stairway location, column locations, etc.

When you know all that, you can create an exact basement layout and see how everything fits from any angle, and see if you want to make any changes, etc
