Did you not see the circling root when you planted the tree? Ideally it should have been corrected then. However, it is not uncommon for JM's to generate some funky root growth after being planted, so this could well be a later development.

It might not hurt to investigate how that root is growing now and the impact on other roots. IME, JM's deal with issues like this rather easily without detriment and I would not recommend removal of that root now.
