Do you really need to have spot light fixtures there? I would rather have my dining room chandelier provide enough light (plus be on a dimmer). I would have those two junction boxes + the other capped one + the two recessed light all removed.

I would add a table lamp on a buffet or something to add some layered lighting in the room - but nothing else on the ceiling.

You DIE them all at the circuit box and get rid of them......... If you don't need them, spend the money on an electrician!

What you don't do is waste money on anything new to USE any of what you do not even need or want.

Make certain the location of the new fixture is also in the correct location.

Will there be ceiling repair? yes......But do it right and do it ONCE

I would make them into recessed lights. I like having the ability to light up a room fully when cleaning, doing a task or looking for that small puddle of vomit/pee from the old 14 lb dog!

Have the chandelier and recessed lights switched separately and add dimmers to all.

If you have art that you want to highlight, I would use recessed eyeball style lights and point them at the art. If you don't, then do what Jan Moyer said.
