No clearance for ledger attachment

Our house is built into a hill, with a pretty significant slope to the back yard. We are wanting to build a deck that would extend about 20’ out from the house to make use of our backyard. The issue that I am running into is that the door out of our basement sits only 6” above grade and 8” above the bottom of the foundation of the house, which doesn’t give me room to attach a ledger. Even if I make the deck free standing, I would have to excavate quite a bit to be able to put in any support, which I feel would again put me below the bottom of the foundation. Based on the slope, I could put a double 2x8 flush mount beam about ~3-4’ out from the house, but I’m still left with that gap to fill that would have to support the deck up to the house. How would you solve this? I don’t think I even have the clearance to cantilever up to the house. Should I pour concrete/gravel and do sleepers? Some other product I’m not aware of? Thoughts?
