Best height to hang curtains on these windows?

If I wanted to remove those black shades and hang curtains instead, what's the best way to handle the high window in terms of design? Would it be better to have the curtain rods in the dining and living spaces be mounted at the same height and leave the half moon window uncovered? Or better to have the living room curtains be basically full height to cover the whole window, even though they'd be a different height than the dining curtains? Thanks!
