Can you move the bed off the wall a few inches? If so, you could get a headboard that attaches to the bed frame. Would it be a problem if it covered some of the lower shutters? If the window looks onto private space (vs the street) this could be a solution.

Thanks for the great suggestions...we did try to move the bed forward but needed about 8" to open the window and because the room is small the bed stuck out too far. Also, I don't mind having a few shutters blocked by the headboard but my husband really doesn't like the look. We've been dealing with this problem for several months and just can't find a good solution other than having a custom platform bed made which seems like a lot of work.

Here is one at Overstock, only 10" high. That leaves 17" for mattress and headboard. It would be easy to build a simple upholstered headboard to fit your space. It can be attached to the wall below the window with a pre-made metal cleats.

Are you looking for a bed frame or a headboard? You can make a headboard out of almost anything or cut the posts down from a full sized headboard to lower it. A door (I love the old ones), a gate, iron fence, or have the hardware store cut a piece of wood for you and cover it with fabric. I think I'd pick up a shutter, paint it, and hang it horizontally under the window as a headboard.

Ideally I'd like a bed frame with a headboard lower than 27". It's an odd room since there aren't any walls without a window, closet or wall register. I do like the suggestion of making a headboard and attaching it to the wall.
