My builder uses Houzz Pro to plan the timeline and give detailed estimates and daily updates with photos of progress, and provide invoices at pre-agreed key points in the build. This made the whole experience much more efficient and stress-free.

    Looks almost like a strie technique with paint or it could be fabric. Doesn't really look like wall paper to me but I could be wrong.

    Looks like a multi directional paint and/or glaze technique to me but the only one who would know for sure is the designer, Purvia Padia Design. I suggest you contact her. If it is proprietary you can always hire her to do it for you, though many designers will not duplicate exactly what they have done for another client, perhaps something very similar. Good luck!
