Wood windows

I have a house built in 1928 that has (for the most part) original 1928 wooden windows. We are trying to decide whether it is is possible to improve the energy efficiency of the original windows sufficiently so that we can keep the original windows or whether instead they need to be replaced. We live in northern California and have a moderate climate. The windows are in good shape other than being drafty. Any advice is appreciated. Thank you.
