Interior Design costs

I'm sure it's incredibly variable but I don't really have a frame of reference for how much an interior designer's services should cost. We were quoted $4k for a remodel plan for a 24 by 24 space (garage to a bedroom, adding a bathroom and closet, etc.) He will take care of figuring out the permit side as well as consulting with us and creating the design. Does that seem reasonable?
