Yes, the lattice boards need to go and it needs a good general cleanup(leaves, etc). A nicer, friendlier front door without any metalwork would be advisable, and the light off the deck needs to be replaced with lights right at the front door if possible.
I would be most concerned about the deck railing. It does not look as if it is to code...small kids could fall through...

Take all the lattice boards down, they are really dating the entrance. Use some greenery and trees and work on landscaping the area. All the leaves need to be cleaned up on a weekly basis, change the light fixture and paint the door a lighter color. You could try

Remove the lattice work and the loose concrete blocks that may have formed a garden bed on the right of the photo. Paint the entire underneath part some combination of nice clean whites and off whites. Change lighting, as suggested above. Paint the underside of the deck bright white, too.

These suggestions will give you good return for your money:
1. Cover lattice boards with foliage, such as Boston Ivy (it changes to a lovely red in Autumn).
2. Apply high gloss masonry sealer to the concrete blocks (test one to see how it looks). This might help the blocks look less utilitarian.
3. Landscape the area above the blocks. Good landscape design can make a hovel look good. Use low-maintenance perennials, and plan your landscape so it will look good year-round.

Here's what I'd REALLY like to do to this entrance...
1. Have driveway ripped out and replaced with pavers, and replace concrete blocks with a retaining wall.
2. Landscape the area above your new retaining wall.
3. Replace the rail around your deck with something more modern-looking.
4. Rip down the lattice. I'm not sure what's behind it, but I know a better solution can be found.

Some economical options that will look great. Keep the lattice, plant screening columnar evergreen shrubs in front of it. On the right where you have a sort of planter on the lower level, fill with good dirt and try something vining like jasmine in one location that smells good. Remove leaves, weeds on left side, add groundcover to slopes, and plant small flowering shrubs in rows at the top of the retaining wall all along . . .

Add lighting also to the underside of the deck - spray paint the mod industrial fixture black and paint the inside of the lattice that faces the door, the underside of the deck and all the concrete block beyond that point a pale blue undertone gray - something like sw north star . http://www.sherwin-williams.com/homeowners/color/find-and-explore-colors/paint-colors-by-family/SW6246-north-star/ - this will add light there and make the entry more welcoming.

If you need a security door there (neighborhood specific), take it down and to a welding shop. Have them remove the curlycues and 1/2 of the verticals), and use skinny rebar welded to the face in a modern matchstick pattern (tell them random is fine, but modern generally) and specify the total weight not to be more than what you brought them. Have them finish it in a natural iron / dark gray finish. If not, remove.

Finish (verticals) and paint the railing above white like your trim.
