fennel seedlings

I wanted to try some fennel this year, probably because I watch too much of the Food Channel. I think I have read that fennel is hard to transplant, but in looking for how to grow it I ran across a video of a fella transplanting fennel from some small pots, so I figured I'd try to start some and also direct seed some.

I now have a dozen or so really skinny fennel seedlings in standard nursery six-packs. They have their true leaves, but remind me of my usual cabbage seedlings that get a long thready stem up to a joint where the leaves start. I figure they haven't had enough light and am getting them outside to harden off and also maybe grow some backbones. My seedlings don't look much like those I saw being transplanted, which had visible bulbs. Anyone familiar with fennel seedlings and what they should look like at this point after a few weeks? How about direct seeding of fennel? I haven't set out my tomatoes yet due to chilly weather, but I don't know if fennel is more of less hardy than tomatoes?
