solarium repair ideas please

we live in ny and this solarium is in disrepair, we were told even if we fixed the panes (which sit in copper rods) the room will always be too cold and too hot in the winter and summer, we love the architecture of it and were hoping to get ideas what to do with it. it is behind the master bedroom. thanks for your thoughts
