Cornus kousa 'chinensis'

Is C. kousa 'chinensis' a grafted tree? Several years ago I planted a 4' tall tree. It was purchased as a single trunk specimen. Since then, the original trunk has hardly grown and several new trunks have sprouted from the base and easily doubled the size of the original. The big problem is that in all these years I have gotten maybe 2 blooms per season. Hardly worth keeping the silly thing. I keep thinking that the tree will mature and "kick in". Now that the thing is 10'-12' tall I'm sure that it's "kick in" size has come and gone. I'm thinking that perhaps it is grafted and the root stock is not exactly the highest quality...
