We need some really important advice

Last March we moved into the new home we built. With the rains in Central Fl we have had this summer we have a issue that we just can't seem to get it solved. Our builder has tried to have the issue solved with the gutter vendor. the landscaper and the excavator who was the person who installed the pipe before the paver driveway was put in. Apparently the gutter and downspout is not able to handle all the rain that we have experienced. So our one bedding area in landscape is constantly flooded when it rains. Many things have been done so far to correct this problem with exception of the pavers being taken out .Along side the house under the ground is a pipe that is supposed to lead the water under the driveway down the entire side of the house into a area that causes the water to pop up and then distribute it into the lawn . Well this doesn't work. So now my husband and builder have decided that another downspout would be added to the right side of the garage next to the coach light and the excess water would pour into the driveway. If this doesnt work in the pics I add you can see our planting area . Another suggestion is since we have lost 8 plants in this area is to remove all the plants and add pavers to that entire space. Well 1st off I thought there goes my lovely well once lovely plants and part of my curb appeal is gone. I wonder what I can do as far as making this area if it has to come to that appealing and welcoming. This area gets morning sun . The 2 curved windows is our breakfast noon. and the other window is our office. I am not so hot in taking care of container pots due to the heat we get its constant watering. The builder said he could use those two sprinklers in there and make it able to water any pop. I am scared to be honest sorry this letter is so long but to me this is a big deal and I want it to be a beautiful area. Right now its not. I thought about leaving the tree as it doesn't obstruct our view at breakfast and adding a round
