Help with snake ID

A couple of days ago, I found a small snake on top of a juniper bush right beside my front door. It was raining yet again and I suppose the snake was trying to keep from drowning. I couldn't get a good photo, but please see if you can tell what kind it was from the description:

Chocolate brown with vanilla-colored stripes running down the length of its body

pinkish-orange tongue

between 12 and 18 inches long (it was curled up)

arrow-shaped head

I would really like to know if this was a poisonous snake before I do any more gardening under those junipers. Thanks.
