Yes, you can harvest larger/lower leaves of basil. Its one of those plants that whether the leaf is small or large, its still about the same tenderness. Once they turn yellow or brown, however, they lack any flavor. Pinching off just the top of the plant will encourage more branching, hence more leaves.
