Yes, it is very fragrant when picked/crushed, etc.

The taste is almost licorice-like.

Could be a basil variety as the flower clusters look very similar.

looks like thai basil.....how tall is it?? 8" or so??

I don't know it as an edible herb but more as a butterfly attractant plant. Its one of the 'mountain mints' I think the genus is spelled Pycnanthemum.
