All-organic for mulching, partly mineral for filling. So where you want to fill holes and raise the grade you would use soil. 5-way would be appropriate, among the manufactured "soils". Otherwise, genuine natural topsoil would be best - but this is not something you can go out and buy every day.

You need separate products to fill in holes and low spots, and to mulch. Garden center topsoil will be fine for filling in holes, then get a compost for mulching and freshening up.

If the bed where the rhodies were is pretty much empty now, you could get some mushroom compost, spread it evenly over the whole bed, till it in and then relevel the bed. That would fill in the holes while amending the whole bed, with one product. But if the bed isn't empty then you can't do that.

After compost dug in decomposes soil settles back down to previous grade. For fill mineral material (sand etc.) needs to be a big part of the mixture used.
