I think the plant is hellebore, and the insect is either whitefly or aphid (probably the former if it is hellebore). Insecticidal soap is the solution.

The plant is indeed a hellebore (not native) and the problem is aphids. Hellebores have their very own aphid species (Macrosiphon hellebori) and the white is just discarded skin from the maturing insects. These typically do not bother the plant until the flowers mature, seed capsules form and the flowers start to go over. You can simply cut back the flowering stems and hose down the plant with a strong stream of water or spray with insecticidal soap or neem oil.

Great...thanks for helping me ID the plant and the pest. As far as cutting back the flowering stems, how far should I cut them back? Sorry for the basic questions. I'm hoping to gradually increase my gardening knowledge and skill and this helps a lot. Cheers! Brent

Cut the old flowering stems at ground level.

Another suggestion is to google lady bugs or beneficial insects and order lady bugs. They can help tremendously!
