Looks like the beginning of rose rosette disease (RRD). It is not common in this area but does occur. It is considered to be a virus vectored by a mite but the exact causal agent is still unconfirmed.

The symptoms vary widely but reddish, distorted foliage growth (very distinct from common red new growth), congested growth habits and excessive thorniness are all signs. I'd take a clipping into your local extension service for a proper diagnosis as this is both a fatal and very infectious disease. Affected plants should be removed and destroyed promptly. And until diagnosis is confirmed, sterilize your pruners!

Thanks so much!, Doesn't sound good, also a BIG pit in my stomach as I did some pruning today and did cut off the one stunted rose in the middle of my trimming ;-( I trimmed a bunch of things in my garden after that both front and back. I hope it's not going to destroy my garden now, I've worked so hard on it.

Any ideas on where to find a place to bring it? What's the best way to sterilize?

From what I can see of your photos, it looks like normal reaction to cold spring weather. I am very active in rose growing circles and have never heard anyone mention rose rosette disease appearing in the PNW. Don't panic.

There are many people on the Rose forum who live in areas where rose rosette is common, and have first-hand experience with it, and can knowledgeably examine your photos. Try to get better photos for them first! and then post on the Rose forum.

Whatever the cause, I see shoots like this fairly often on bedding type roses such as this. Not sure it means the bush is going South - unless there is a weakening virus infestation involved.

I don't see signs of RRD; instead would agree that it's related to cold spring weather. Keep an eye on the rose and if it develops witches broom, you DO have RRD; otherwise, prune off the unattractive growth and let the rose grow as usual. Probably nothing to worry about.
