Tender fuchsias can be overwintered in a dormant condition in a cool damp place.

Most Fuchsias/Fuchsia hybrids are actually hardy enough down to freezing temps, but will lose above ground foliage and thinner stems at below freezing temps. They will remain in active growth if brought into the house, they don't have to be forced into dormancy, but it may in fact be easier to whack them back to stubs and leave them in the garage for the worst of the winter, with just the occasional watering to keep the soil from drying out. Or if you don't need to reduce the size prior to winterizing them, just strip all the foliage off.
