rockrose won't bloom

I live in southwestern washington. I bought 6 whiteflowering rockrose about 2 1/2 years ago and have never seen a bloom on any of them. The growth looks great, nice & full and green. They have been fairly neglected this year, no fertilizer, very infrequent watering. They get about 7-8 hours of mid-late day sun. They get excellent drainage since the are on the top of my hill by my driveway. I see no signs of disease, nor does it seem to be the deer using them for meals (unless they are such picky eaters as to only take the flower bud.) What am I doing wrong? Any advice?
